ROWAN COUNTY, N.C. (WBTV) - Two people were charged by deputies in Rowan County after an incident involving trespassing and a stolen golf cart.
According to the report, it happened Tuesday afternoon on Sassy Lane in Kannapolis. Deputies were responding to a call about a man trespassing on private property. The homeowners had ordered the man to leave the property, but said he came back a few minutes later.
The man, now identified as Charles Hartsell, 40, of Stanfield, allegedly tried to steal a golf cart from the home. As he drove down the driveway, he hit a car containing the homeowner and another person. When deputies arrived they found Hartsell being held on the ground. Hartsell was “impaired and sweating profusely,” according to the report. Witnesses said that Hartsell had pulled a box cutter and “held it up in the air,” while he was being detained.
A search of Hartsell produced a dramamine bottle in the right front pocket of his jeans. The bottle contained “crystal residue,” and a pill identified by deputies as an amphetamine.
Minutes later, Kandas Hartsell, 35, of Mount Pleasant, came walking from the woods. There was a “strong odor of marijuana about her person,” according to the report. Deputies searched Hartsell and found a small bag of marijuana. In an area “near her crotch,” deputies also found two small containers. One contained subutex, a drug develped for treating opioid addiction. The other contained a “crystal-like substance and pills.”
Charles Hartsell was charged with assault with a deadly weapon, simple assault, and on an outstanding warrant for breaking and entering. Additional charges include felony larceny, larceny after breaking and entering, injury to personal property, drug possession, possession of drug paraphernalia, trespassing, and failure to appear. Bond was set at $18,000.
Kandas Hartsell was charged with four counts of drug possession, as well as two counts of failure to appear. Bond was set at $23,000.
