New, second video emerges, showing different angle on officers around body of Scott

Another cellphone video showing the aftermath of the Tuesday shooting of Keith Lamont Scott surfaced Friday, apparently taken by someone on a balcony in the apartment complex.

Officers stand over and move around the body of Scott in the parking lot as a woman is heard to say, “He ain’t movin.’ ”

At another point in the video, the woman says, “And they still putting the handcuffs on him.”

It appears the video was shot from a distance of about 100 feet at The Village at College Downs apartment complex on Old Concord Road where Scott lived.

Trees block most of the scene, but Scott’s body can be seen between them.Officers in the video, which lasts for one minute, 44 seconds, match those seen in other pictures and videos of the scene.

Department of Transportation maintenance crews will close a portion of Panther Creek Road starting Wednesday, April 25, while crews replace a rusted pipe underneath the roadway just east of Rockwell in Rowan County. Crews will close the road in both directions near Bringle Ferry Road starting at 7 a.m. The road will reopen Tuesday, May 22, by 5 p.m. weather permitting.
