MONROE, NC (WBTV) - John Williams called On Your Side Investigates after he paid Penegar Custom Cabinets a down payment of $1,250 for new cabinets at his house in Monroe.

"Normally I don't do business that way but I figured since he was been in business a long time and had been recommended, I could trust him," Williams explained.

Penegar Custom Cabinets is owned by Ted Penegar. Williams said his uncle recommended Penegar.

A copy of Williams' canceled check shows Penegar cashed the $1,250 down payment in late April 2015. Williams said he called repeatedly to try and find out where his cabinets were after months of not hearing from Penegar, to no avail.

"I called him several times and he got to the where he blocked my calls," Williams said. "So I thought I'd give Channel 3 a shot at him."

On Your Side Investigates made multiple calls and left several voicemails with Penegar. Those calls also went unreturned until Penegar saw a TV crew sitting outside of his shop one afternoon.

Shortly after seeing our crew, who went to his shop hoping to find out where Williams' money was, Penegar came down to ask what was going on.

"We're working on a story about some cabinets that you sold to Mr. Williams," an On Your Side investigator said to Penegar. "To Who?" Penegar replied. "John Williams," the investigator said. "Who's John Williams?" Penegar replied.

As Penegar continued talking with the On Your Side Investigates crew, he stuck by his claim that he didn't know who John Williams was. At one point he tried to grab the microphone out of the investigator's hand, saying "you can put your little microphone down."

After our crew talked with Penegar, we sent copies of Williams' canceled check, showing Penegar's signature endorsement on the back. After seeing the check, Penegar agreed to refund Williams' money.

A review of Penegar Custom Cabinets' profile with the Better Business Bureau shows this isn't the first time Penegar has been accused of taking a customer's money and not delivering a product.

Penegar's business has a D+ rating with the BBB.

John Williams, the customer who paid for cabinets that were never installed, said he's learned a valuable lesson about doing business with a contractor.

"Do not give him any money up front. That was a big mistake," Williams said. "I thought he was trustworthy and he proved otherwise."
