Deputies: Convicted murderer busted flashing woman at public library

A man who recently served 19 years in prison for murder has been arrested again after deputies say he flashed a woman at the Rowan Public Library.

According to Rowan County Sheriff's Office, deputies were called to the South Rowan Branch of the Rowan Public Library in Landis around 11 a.m. on Thursday morning to the report of a flasher.

A woman says 41-year-old Jeffery Wayne Massey "exposed his private parts" to her while she was checking out books at the library. She told deputies he was looking directly at her while he did it.

She said something to him and he reportedly got redressed. He was still at the library when deputies arrived.

Massey had just recently been released from prison, where he served a 19 year sentence for 2nd Degree Murder. 

He was arrested and charged with Indecent Exposure. 

While checking Massey's record, the Magistrate also determined that there was an outstanding warrant on Massey for being a Habitual Felon. 

He was given a $25,000 secured bond and placed in the Rowan County Detention Center.
