Rock Hill road projects to improve infrastructure, quality of life

Two multi-million dollar road improvement projects aimed to alleviate traffic on some of Rock Hill's busiest roads will be discussed Tuesday night in front of residents and State Department of Transportation officials, who say the two projects could improve infrastructure and residents' quality of life.

Drivers like Rommel Layug know how congested Dave Lyle Boulevard and Celanese Road can get during morning and evening commutes.

"During the rush hours, it's a headache. It gets frustrating sometimes," said Layug.

That's why the City of Rock Hill and State DOT officials will host a public information meeting, Tuesday night, concerning intersection improvements for two of the city's busiest roads.

The Dave Lyle project will add an additional turn lane at the intersection with Chamberside Drive and one on the I-77 southbound entrance and exit ramps.

The Celanese project will add an additional turn lane at the I-77 southbound exit ramp and one at the Riverview Road and Riverchase Boulevard intersections.

The two projects will cost over $5.5 million and will be paid for three ways by the city of Rock Hill, the state DOT and a federal grant meant to improve infrastructure that will ultimately improve air quality.

The City of Rock Hill was awarded a grant from the Congestion Mitigation and Air Quality Improvement Program, which supports road transportation projects that help keep the air cleaner and gets folks on the roads moving along quicker.

"Because we have so many cars going through these major thoroughfares, the city of Rock Hill felt like they need to bring some funding to the table to be able to relieve some congestion along these corridors," said SC DOT Project Manager Brian Klauk.

State DOT officials say construction on the two projects will begin sometime between spring and winter of 2015.
