CHARLOTTE, NC (WBTV) -

Bag pipe musicians from the Charlotte Fire Department took center stage in the city council chambers during a changing of the guard.

Parting shots and farewell speeches came in the opening moments. When the Mayor Pro Tem made the transition in becoming Charlotte's newest mayor, his first address in office covered the waterfront.

Mayor Patrick Cannon played up the importance of developing a strong transportation system from the airport to the intermodal facility.

"Transit is the backbone of our future," he said. "A thriving global city is one that can move people and goods."

He addressed other concerns including affordable housing and helping the homeless, and cannon underscored the importance of finding the right balance when it comes to attracting new employment.

"I've said it before and I'll say it again. We need a better balance of both blue collar and white collar opportunities. So everyone can have an opportunity for a job," Cannon said.

He has chaired the city's public safety committee so it was by design that he brought up issues of security.

"We must promote community safety through prevention. We are all proud of our historically low crime rates, are we not?"

"But together," the Mayor said, "we can do more."

City Council Member Michael Barnes was elected Mayor Pro-Tem.
