Columbia City Council has voted to move forward with the contract with Christ Central Ministries to operate the emergency center.
There are still some issues to be worked out, including where the homeless can go to sign up for services.
Originally, City Council wanted the shelter to be open on Tuesday, but allowed another week for contract negotiations.
Pastor Jimmy Jones is committed to operating the shelter, and says his chief concern is caring for the homeless, but feels the process has taken much longer than necessary.
Small preparations to get the shelter up and running by the end of the month have been made, but Jones says a lot more work needs to be done in order to be fully functional by Sept. 30.
