Charlotte Mecklenburg Police say they have arrested the man who opened fire outside a home in North Charlotte, killing one and injuring two others.

Colin Demon Latta, 36, was arrested in York County, SC Thursday morning.

The assault with a deadly weapon call came in from the 400 block of Sylvania Avenue in the Lockwood community Wednesday afternoon.

Christopher Dennis, president of the neighborhood association said he and his fellow numbers just don't understand why things escalated.

"It's more of a shock because we know the people that was involved," he said.

Once ravaged by drugs and prostitution, neighbors took a stand six years ago to take back their community.

"A few good people and people in the community saw this community could be come a community and not the hood which everyone called it," he said.

Detectives say they have determined that the shooter and the three victims knew one another and got into an argument. Witnesses told WBTV it was all over a pack of cigarettes but CMPD wouldn't confirm that.

Whatever investigators discover, Dennis said the shooting is a reminder for others.

"The thing that I stress to people -- I stress to people all across Charlotte is to get to know your neighbors," he urged. "Get involved, get engaged and take our communities back. Because this incident that happened in Lockwood could be in your neighborhood next."

Officers responded to the scene and found three victims suffering from apparent gunshot wounds. One victim was transported to Presbyterian Hospital and is expected to be okay, police said.

The two additional victims were taken to Carolinas Medical Center, where one, later identified as Charles Anthony Jefferson, 54, was pronounced deceased. The second victim that was transported to CMC is expected to recover.
