CHARLOTTE, NC (WBTV) -

Former Charlotte mayor Anthony Foxx is expected to be sworn-in as the U.S. Secretary of Transportation on Tuesday after he officially resigned his position with the city on Monday afternoon.

Foxx resigned as Charlotte's mayor during a special meeting with city council on Monday afternoon.

After his resignation, a motion was made to name councilwoman Patsy Kinsey as the new mayor.  A vote was taken and Kinsey was voted in.

She immediately took the oath of office and was sworn in. She said it would be hard to fill Foxx's shoes before taking her seat as mayor to continue the business of the council.

"I'm humbled and honored to be appointed Mayor, and thankful to my fellow City Council members for their vote of confidence and this tremendous opportunity to serve our community,"  Kinsey said.  "I look forward to working with Council to ensure a seamless transition and steadfast leadership so that we can continue to move our City forward."

Kinsey, a Democrat, was elected to City Council in 2003 and was serving her in fifth term.

During his resignation speech, Foxx said how much he loves the city of Charlotte.

""I love this city. I will always love this wonderful place," he said. "I scraped my knees on these streets."

He compared his love of Charlotte to a passage from the Bible from I Corinthians, saying love is patient, love is kind.

"I worked my tail off to make this city everything it should be," Foxx said.

He spoke about how vital the 2030 Transit Plan is to the city's future

"I leave it to you in good hands," Foxx said. "I resign as mayor of this city. God bless Charlotte!"

Department of Transportation Deputy Press Secretary Susan Hendrick told WBTV that Foxx will be sworn in as Secretary of Transportation on Tuesday at the DOT headquarters in DC.
