Burns is giving all parties involved until Friday to reply.
Last November, Jared Lee Loughner was sentenced to seven consecutive life sentences for the Jan. 8, 2011 shootings that killed six people and wounded 13 including Giffords and at her meet-and-greet event outside a Tucson grocery store.
The protective order was to ensure Loughner's right to a fair trial.
