Flagstaff gives initial OK to bias ordinance

FLAGSTAFF, AZ (AP) -

 Flagstaff City Council members have given their initial approval to an ordinance that protects gays and lesbians from discrimination in employment and some public places.

The Arizona Daily Sun reports that the council's vote Tuesday was unanimous, though it lowered fines from $2,500 to $500 and provided an option to waive penalties for first-time offenders.

The reductions in penalties had been floated as a compromise. Two members had said they would support it if fines were lowered.

The ordinance would create legal protections for sexual orientation and gender identity in employment and public accommodations such as restaurants and lodging. Exemptions include religious-based organizations, groups such as the Boy Scouts, small businesses and most government agencies.
