Officials at Wupatki National Monument are studying whether the land can be designated as wilderness.
An administrative assessment found that 96 percent of the monument north of Flagstaff, or about 31,000 acres, is eligible for a formal wilderness study.
The monument was established in 1924 to protect ruins that are believed to have been built by the ancestors of the Hopi, Zuni and other puebloan people. It also is home to native plants and animals.
Congress designates wilderness areas that are protected from development and motorized vehicle use.
