Richland County sheriff's deputies have arrested a 56-year-old man accused of sexually assaulting a 10-year-old girl while she was trick-or-treating Wednesday night.

William Brown has been charged with kidnapping and criminal sexual conduct with a minor.

Investigators say shortly before 9 p.m. Wednesday at the 300 block of Percival Road, Brown approached the 10-year-old and began to fondle her.

Officials say Brown was found on top of the child moments later with his pants below his waist.

Investigators say the girl's screams helped to alert her mother and other people in the area to come to the child's aid.

Brown was detained by those people until deputies arrived. He was later transported to Palmetto Health Richland for non-life threatening injuries he received in a scuffle.

Brown was also taken to the Alvin S. Glenn Detention Center.

Deputies are now trying to determine if Brown victimized any other children in the area.

A criminal background check into Brown's past reveals no other charges for criminal sexual conduct. In fact, he has only one charge: a 1994 charge of breaking into an automobile. He was never convicted in that case.
