One week after the Lincoln County Sheriff's Department announced it would increase its check on registered sex offenders, the effort is paying dividends.
Elvis Setzer, 33, has been charged with felony failure to notify change of address of a sex offender. His arrest comes as the result of a new effort to verify the addresses of registered sex offenders.
When authorities tried to confirm the address Setzer has given them, they were told he hadn't lived there for more than eight years.
Apparently Setzer doesn't have a permanent address. Tonight, he's in jail under $10,000 bond.
