Because there are big stores who don't, and that leads to what happens over and over. Credit card theft. People using stolen cards to buy whatever they want.
We have surveillance of a young man buying hundreds of dollars of video games and computers at Target and Wal-Marts in the area. Once he got his hands on stolen credit cards, no one stopped him from using them.
But while this crook picked the right stores, he may have picked the wrong, ugly shirt.
