The City's Housing Appeals Board has the chore of deciding if and when the building should come down.
There are public safety issues and concerns about asbestos throughout the structure.
Owners have a plan to redevelop the site, but say they've been the victims of a slow economy, according to Joyce Martin of Kingdom Developers.
She said, " We've been partnering with three different developers, and we've made steps with all of them, but when we get to the last yard something falls through."
This was the second time the city heard the case, but no more continuances... the final decision will come of December 15th just about four weeks from now.
